Corina Dhaene

p1.jpgCorina Dhaene is a historian and started her career as a history researcher. She has worked with ACE Europe since 1996 and has been its business manager since January 2007.

Corina Dhaene has more than 10 years of experience with evaluations and processes of capacity building in various countries of Eastern Europe (Estonia, Slovakia, Moldavia, and Ukraine) and Africa (West Africa, DR Congo and other countries of the Great Lakes, Southern Africa, etc.).

She is particularly active in the area of local governance, local development, capacity building, and (social) basic services. She headed several studies and evaluations on local development and more specifically, the way in which local government interact with civil society and with citizens in order to secure effective basic service delivery. Another specific domain of expertise is the relations between Europe and local governments and the impact of the European integration process on local councils in the European Union and the local councils in the new candidate-member countries. She teaches this subject to local government civil servants at the provincial school of management in Antwerp. Corina Dhaene works in Dutch, English and French.

Geert Phlix

p2.jpgGeert studied applied social sciences and started her career in literacy project in Latin America. In Belgium she acquired significant practical experience in the sector of development cooperation and education; first as a volunteer for the NGO Vredeseilanden programme for schools, then as educational employee and head of the NGO Fund for Development Cooperation (FOS). At FOS she was also responsible for the gender policy.

Since 2000, Geert has worked as a consultant for ACE Europe and has been its business manager since January 2007. In her portfolio: the themes of development education and gender, HIV and AIDS mainstreaming and local governance. She has acquired considerable experience through participating in numerous evaluation projects, particularly in the region of the Great Lakes, Western Africa and Southern Africa. Geert has coordinated several complex evaluation projects for ACE Europe and is responsible for setting up and facilitating workshops. She works in French, English and Spanish.

Lina Neeb

p4.jpgLina completed her academic training in International Politics with a Master in Cultures and Development Studies. Her training was also given a practical meaning by volunteering in West Africa. She then worked as a research assistant at the University of Antwerp for the research unit 'European and International Relations'. At the Cabinet of the Minister for Development Cooperation, she was responsible for the bilateral cooperation with Niger, Benin and Senegal and topics related to gender equality. She further specialized in this last domain as a gender expert for the Belgian Development Cooperation (DGDC), where she developed different instruments for gender mainstreaming. She was also actively involved in various national and international gender networks.

She used both her experience as an internship at the 'Department for International Development' and her training in 'Public Management' to give a practical meaning to her function as a change manager for the DGDC. 

As evaluator for ACE Europe Lina focuses on the following topics: public policy, gender, capacity building and change processes.

Lina works in Dutch, French and English. She also reads and understands Spanish.
