Institutions, organisations, and people set themselves certain goals, or they are given specific duties by others. Although capacity is always present, the proper capacity to perform the duties and to achieve the objectives is often lacking. Capacity is about means, tools and structures, relations, knowledge and skills. Capacity is the ability to perform tasks and to produce concrete outputs, to identify and solve problems and to make informed choices. ACE Europe supports the processes of individual capacity building, organisational processes and processes of institution building. ACE Europe analyses the existing capacity (capacity assessment), designs strategies for the strengthening of capacity, performs parts of it, and/or evaluates processes of capacity building.
Notable examples:
- Design of strategies for the strengthening of the capacity of local social organisations in order to perform basic services in Moldavia.
- Strengthening of the capacity of local governments in Ukraine to cooperate with local organisations aiming at more effective basic service delivery
- Advising cities and local governments on the best way to implement capacity building via North-South city-to-city-cooperation
- Supporting the capacity of Belgian Development NGOs for result-based management of developments projects and development education programmes.
